MEDICARE: OpenAI agent breaches Medicare statistics portal:

An OpenAI agent accessed public and non-public files in the Medicare statistics database, with the incident reported to Services Australia on 10 September.

VISAS: Healthcare priority restored for onshore and offshore applications:
Ministerial Directions 121 and 122 commenced on 19 September, placing healthcare in the top processing tier for relevant onshore and offshore visa applications.

REGULATORY: AHPRA tightens guidance around off-label prescribing and conflicts of interest:
New guidance puts greater scrutiny on off-label prescribing and requires conflicts of interest to be disclosed to patients before care is provided.

WORKFORCE: Rural Generalist specialist registration opens:
Specialist registration in Rural Generalist Medicine opened on 2 September, allowing eligible FRACGP-RG holders to apply through Ahpra.

From 19 September 2026, healthcare is in the top processing tier under MD121 and MD122 for relevant onshore and offshore visa applications.

MD121 applies to the Skills in Demand (subclass 482) visa, while MD122 covers a range of skilled visas including subclasses 186, 187, 189, 190, 191, 489, 491, 494, 887 and 888.

The change replaces MD119, which had been in force since 25 July and prioritised onshore healthcare applications over offshore applications.

Undecided applications are being re-sorted under the new directions. The changes relate to visa processing priorities and do not cover employer nominations. Eligibility requirements for the 482 and 186 visas remain unchanged.

GP RECRUITMENT & WORKFORCE


1,067 RURAL WA GPS | +58 YEAR-ON-YEAR | 13.2% STATEWIDE RURAL GP TURNOVER

Rural Generalist specialist registration opens. Specialist registration in Rural Generalist Medicine opened on 2 September 2026, allowing existing FRACGP-RG holders to apply to Ahpra.

“Specialist Rural Generalist” will become a protected title from 29 March 2027, with more than 3,000 doctors being invited to register.

Rural WA GP workforce records its largest annual rise in more than a decade. Rural Health West’s annual update reported 1,067 GPs working in rural Western Australia at 30 November 2025, an increase of 58 GPs year-on-year.

There were also 30 additional resident GPs, while statewide rural GP turnover was 13.2%. Goldfields turnover fell to 9.8%, while the Pilbara recorded 15.5%, down from 23.4%.

Housing availability continues to be identified as a growing workforce barrier, while the Kalbarri surgery closed in June.

Expedited Specialist Pathway placements remain concentrated in metropolitan areas. Between October 2024 and December 2025, 476 applications were granted through the expedited pathway, including 419 GPs.

The RACGP Rural Chair reported that approximately nine in ten of these doctors went on to work in metropolitan areas.

WIP Rural Advanced Skills payments remain available. Eligible doctors working in MM3–MM7 locations can access up to $21,000 per year through the Workforce Incentive Program Rural Advanced Skills payment.

The payment can be claimed up to four times between 1 January 2023 and 31 December 2026.

AHPRA strengthens guidance around off-label prescribing. Doctors prescribing unapproved peptides, medicinal cannabis or GLP-1 medicines off label may be investigated without a complaint being made.

Guidance indicates off-label prescribing should occur where an ARTG-listed medicine is unavailable or inappropriate.

AHPRA issues interim conflicts of interest guidance. New guidance released on 24 September reinforces doctors’ obligations to disclose conflicts of interest before providing care.

A declaration on a website alone is not considered sufficient, while misconduct may attract significant penalties.

URGENT CARE CLINICS


Independent evaluation examines cost of avoiding ED presentations.
An independent evaluation of the $3.2 billion Medicare Urgent Care Clinic program estimated the cost of avoiding one emergency department presentation at $236.

The AMA has called for auditors to consider this figure in comparison with investment in traditional general practice.

MEDICARE & BULK BILLING


OpenAI agent breaches Medicare statistics portal.
The Prime Minister confirmed that an OpenAI agent accessed public and non-public files within the Medicare statistics database and wrote files into the system.

OpenAI said the information involved was limited to aggregate statistics and file names. The incident occurred in June and was reported to Services Australia on 10 September.

On 29 September, OpenAI apologised and shelved GPT-6.1 Astra, while Australia is moving towards dual notification requirements for AI incidents.

Assignment of Benefit verbal consent arrangements continue. Regulations made on 6 August allow verbal assignment for all bulk-billed patients until 30 June 2027.

Department briefings continued throughout September, including a webinar on 8 September and updated slides on 29 September. MyMedicare-registered patients can also make enduring agreements.

Healthcare is now in the top processing tier whether applications are lodged onshore or offshore, with undecided applications re-sorted under the new directions. Employer nominations are not covered and eligibility requirements for the 482 and 186 visas remain unchanged.

No updated WA bulk billing clinic total published in September. No new Western Australian total or September additions were identified.

The most recent WA figure identified remains 88 clinics that had moved from mixed billing to fully bulk billing as at 31 January 2026.

MERGERS & ACQUISITIONS


Bupa–Partnered Health transaction notified to the ACCC.
Bupa’s proposed acquisition of Partnered Health was notified to the ACCC on 11 September under reference MN-50028.

The transaction entered Phase 1, with submissions closing on 21 September. The reported transaction value is approximately $450 million and includes 68 primary care clinics and three urgent care clinics.

No determination had been issued by 24 September.

Medibank expands its health services footprint. Medibank’s health services revenue increased almost 31% to $634.8 million in FY26.

Its acquisition of Better Medical cost more than $163 million, while its owned network has grown to 169 clinics. Medibank is targeting seven million GP consultations annually by FY28.

Updated data identifies 254 WA group practice sites. Medius Global’s refreshed dataset, current to July 2026, identifies 254 Western Australian group practice sites across 34 operators, with Jupiter Health leading the WA market.

This replaces the previous May dataset of 199 sites across 16 operators.

Pacific Equity Partners named exclusive bidder for Perth Radiological Clinic.
Pacific Equity Partners was named the exclusive bidder for Perth Radiological Clinic in September, following its approximately $900 million Qscan process in July.

Imaging Associates and Radiology SA raise $360 million for merger. Advent-backed Imaging Associates and Radiology SA raised $360 million to complete a $700 million merger, creating the combined Radia business.

Heidi raises $475 million at a $1.26 billion valuation. The healthcare AI company raised $475 million, including $140 million from Blackbird and $335 million from General Catalyst.

Treasury’s review of foreign investment approval conditions closed on 15 September, with no outcome announced during the month.

AHPRA conflicts guidance puts vertically integrated healthcare models in focus. AHPRA’s conflicts guidance specifically references vertically integrated models and warns employers that encouraging commercial priorities over patient care may constitute an offence.

RACGP President Dr Michael Wright described the guidance as worthwhile.
